Company overview

Terrex is, first and foremost, a “Design-Build” civil engineering company.

By “Design” we mean the preparation of all site surveys, geotechnical investigations, and civil engineering tasks to effectively complete approved sets of construction drawings ready for the construction of public works utility systems, municipal streets, interstate highways, residential and commercial subdivisions.

The process to get from site surveys and geotechnical site investigations to the approval of a set of detailed construction drawings is tedious and involves numerous interim steps to assure the integrity and quality of construction ready drawings. These steps typically include constant in-house reviews of partially completed design sheets in addition to reviews by jurisdictional agencies and project stakeholders that typically include, but not necessarily limited to: planning departments and planning commissions; engineering departments; public works departments; impacted water, wastewater, and drainage public utility agencies; state water resources and environmental agencies; public safety departments; to name the typical reviewing agencies and stakeholders.   

By “Build” we mean the deployment of staff, materials, and equipment to complete the construction of all improvements as shown on approved project construction drawings and specifications.

The build component of the overall Design-Build method of project delivery starts during the preparation of a given project’s construction drawings. Terrex’s general contractor partners are actively involved with the ongoing design of critical project elements that typically impact both the final cost and mandatory deadlines that can be associated with a given project. As a result, our design engineers and general contractor managers are completely dialed into a project’s scope of work and critical construction requirements long before one shovel of dirt is turned on a project’s construction site.

Terrex will dedicate all its engineering resources and the considerable resources of our partner general contractors to meet and exceed our client’s expectations on any given project.   

Business Model

Terrex’s basic business model is centered around the Design-Build method of project development and general means of project delivery. However, our business model has many aspects that encompasses a broad range of projects, or professional assignments, typically associated with the design and construction of public works facilities, real estate developments, and the creation of profitable investor opportunities with residential and commercial land developments.

Terrex, along with its general contractor partners, competitively bid public works projects as typically advertised by municipalities, water and sewer districts, and a number of other public agencies who own and operate public works-related facilities that include water distribution, wastewater collection, and storm drainage systems as mentioned above. Terrex and its general contractor partner also competitively bid the design and construction of municipal streets, county roads, and state highways.

A significant part of Terrex’s business includes the development of raw properties into highly marketable residential and commercial developments. These developments are either completed as Terrex projects or as projects for other private developers and real estate investors.

As its own real estate developer, Terrex secures undeveloped-raw properties through real estate purchase contracts (REPCs) as negotiated with a variety of property owners or sellers. During the REPC due diligence period, Terrex completely assesses all development issues that are typically associated with: annexation and zoning (if applicable), availability of public and private utility services, tax liabilities, availability of required water rights, miscellaneous legal issues, projections of lot absorption rates within an existing real estate market, construction cost estimates, improved building lot/pad revenue projections, etc.

In the event a given Terrex development meets and exceeds minimum margins of profitability, the development is aggressively presented to individual real estate investors or groups of investors to secure partial project financing. The stated Terrex development profit margins are typically double the margins currently required by hard money or private capital lenders. The balance of project financing for a typical land development project is generally provided through construction loans from selected commercial banks.

Management

Terrex Engineering & Construction, LLC (Terrex) is owned and managed by E. Hal Christensen, SE, PE. Mr. Christensen is a professional civil and structural engineer licensed to practice in the Intermountain States of Utah, Colorado, Washington, Idaho, Nevada, and Arizona.

Mr. Christensen has extensive experience with the planning, design, and construction management of large public works projects accounting for over $250.0 million in total construction costs. Mr. Christensen has acquired his professional experience over a 40 plus year career while working for large water districts, state water resources planning agencies, and large international civil and environmental consulting firms. Mr. Christensen has managed the design and construction of major civil engineering projects in Utah, Nevada, Colorado, Wyoming, Montana, Washington State, California, Edmonton Alberta, Canada, and Cairo, Egypt.
