E. Hal Christensen, SE, PE

Hal is presently the President and Corporate Engineering Manager or Terrex Engineering & Construction, LLC (Terrex). Hal founded Terrex four years ago with the expectation of utilizing his extensive experience in the professional disciplines civil, water, and wastewater engineering to establish a professionally respected and financially viable engineering and construction company targeting public works and land development projects throughout the Intermountain Region; more specifically, Terrex is aggressively focusing on projects in Utah, Northern Nevada, Eastern Colorado, Southern Idaho, Wyoming, and Montana. 

Since founding the Company, Hal has established critical working relationships with municipal officials representing major cities, towns, and counties within Northern Utah. Hal has also established mutually beneficial working relationships with the general managers and engineers representing both water and wastewater special service districts. Consequently, Hal is in a position to effectively bid and secure public works-related projects and to move land development projects through jurisdictional review and approval processes on a fast-track schedule.

Hal’s work experience, with large consulting firms in addition to public water and wastewater agencies has allowed Hal to acquire a very rare and valuable working knowledge into the process, by which, public jurisdictional agencies plan, review, evaluate, and eventually approve civil engineering projects regardless of scope, initial and long-term costs, socio-economic impacts on communities, impact on the natural-physical environment, etc. Add all of that to Hal’s proven expertise with the technical engineering and construction of a broad range of civil and environmental projects, it can certainly be argued that Hal has the professional horsepower to take on the most complex and most demanding of public works and land development projects to assure very favorable outcomes. 

Professional experience

Management over the planning, design and construction of wastewater, water and water-resources related projects including:

  • An estimated $300 million of construction associated with major water, wastewater and drainage public works projects/facilities.
  • Sanitary sewer collection systems/facilities with capacities to 150 mgd.
  • Wastewater treatment facilities with hydraulic capacities to 450 mgd.
  • Open channel and piped water distribution systems with capacities to 3,900 cfs.
  • Water/wastewater facility master planning for multi-county and regional service areas with a 1.0 million general resident population base.
  • Comprehensive watershed master plans addressing critical water supply, water use, regional flood plain delineation, and water quality issues within major regional river drainage basins.
  • Comprehensive regional marketing plans, proposals, statement of qualifications to market professional services to public works, water and wastewater utility agencies.

Ashley R. Bice, PE

Asley has over 16 years of exceptional experience with the use of Autodesk Civil 3D software for the design of civil engineering site development projects including the determination of earthwork quantities, hydrologic and hydraulic storm runoff evaluations, three-dimensional site modeling, and general site layouts. Ashley is an Autodesk Certified AutoCAD Civil 3D professional (Certification No. 2016FAA).

Professional experience
  • Preparation of detailed construction drawings and specifications for both residential and commercial land development projects. 
  • Certified AutoCAD Civil 3D instructor for in-house CAD designer staff and at professional seminars.
  • Acknowledged expert with the use of USDA-NRCS TR-55 watershed hydraulic and hydrology modeling software to project return-year storm runoff flows for moderately sized watersheds and large land development projects.
  • Conducts optimization-peer reviews of residential and commercial development construction drawings to effectively reduce constructions costs, overall construction work requirements, and construction schedules for both residential and commercial land development projects.
  • Experienced in the use of Bentley StormCAD and SewerCAD to model hydraulic capacities of sanitary sewer collection systems, storm sewers, and water distribution networks.
  • Extensive experience with the use of GIS software to map stormwater collection systems for municipal stormwater master plans and municipal utility digital mapping sites.
  • Extensive experience with the use of USCOE HEC-RAS and GIS software to create and update FEMA Floodplain mapping for floodplain designs and for the submission of Conditional Letters of Map Revision (CLOMR) and Letters of Map Revision (LOMR) for geophysical surface changes/revisions to existing river basin floodplains.
  • Preparation of Storm Water Pollution Prevention Plans (SWPPP) including written reports and site construction drawings to mitigate runoff from land development construction sites per EPA National Pollutant Discharge Elimination System standards and regulations.
  • Preparation of engineer’s construction cost estimates, project budgets, and critical path construction schedules utilizing industry standard Oracle Primavera scheduling software.
  • Conduct ongoing site construction inspection of all land development site improvements including sanitary sewers, drinking water distribution piping, storm drainage piping, and municipal streets.
  • Construction management including processing and approvals of field order changes, contractor pay estimates, contractor-engineer disputes, requests for information-clarifications, preparation of construction progress reports.
